The NRL is considering four significant rule changes that could be introduced as early as 2026. One proposal would change restarts after points are scored, giving the team that concedes the option to either kick off or receive possession, a move aimed at limiting momentum swings and blowout scorelines. Another would expand matchday squads from 17 to 19, allowing teams to name a six-man bench while still being restricted to using four interchanges, giving coaches more cover if a specialist or key position player is lost pre-game. The league is also looking at altering the ruling for dropped balls in the act of scoring, with defenders receiving a standard six-tackle set from the 20-metre line rather than a seven-tackle set. A fourth proposal would tweak the penalty zone, awarding set restarts for infringements outside the attacking 20 metres while keeping full penalties inside it to further speed up play.
