Plan Commission approved Mark Goodman & Associates and Weldon Development Group's two-tower, 724-residence proposal for 400 N. Elizabeth St. in West Town. The project includes 145 affordable units and will pay $6 million to the Neighborhood Opportunity Bonus system.
