Justin's claim was that most of the revenue could be captured by the EIP 1559 base fee even on a decentralized sequencer. He is correct in that the 1559 revenue can still be captured on a decentralized sequencer but he is incorrect in that the majority of Base mainnet fees are from prio fees not eip 1559 base fees. A decentralized sequencer has a much harder time capturing those. You need not only a decentralized sequencer but also a decentralized sequencer with strong censorship resistance with something like BRAID.
