They won't enable a service in a geo if nobody can get a ride. Nobody will invest in the area if Tesla doesn't enable the svc.

@BrianRoemmele For context, I run transport charter service ... 2 vehicles in my fleet are EV and I have 11.4 kW solar + 2 Powerwalls at home. My "fuel" costs are very low. Insurance costs eat me alive.

@BrianRoemmele Tesla SC charge min $0.30 kWh in CA and nearly double that at peak. Solar + home charging infra isn't free. You must assume no SC use. Commercial insurance with min liability coverage of $750k in CA (varies by state) is required. I promise it's not $100/month.
