We are watching failure theater.
Sen John Thune is setting us up to lose on the Save Act, because he won't even try.
There are many strategies he could use to twist arms and get the Republicans to vote on this, but he doesn't want to. He prefers to lose.

SAVE ACT: Leader Thune is willing to allow a limited, unlimited debate on the Save America Act before he calls for a cloture vote that he will lose. This means that he will be able to claim he did allow 'some' debate on the legislation without doing anything to pass it. I feel so much better.
