One year ago today, Blair Donnelly stabbed 3 people in Vancouver’s Chinatown while out on a pass from Colony Farm. This was after he killed his daughter in 2006 & stabbed another man in 2009 while again out on a pass. So, how have things improved (or not) since then? #bcpoli 🧵/1
