You are just seeing how the sales tax is broken down. This is dumb by the restaurant. The base rate in CA is 7.25% that is collected by the state 6% which is goes to the state. That's the $5.20. .25% goes to the county. That's the $.22 and 1% goes to the city. Cities and counties can vote in by her voters an extra tax called a district tax. The 2.82 is the city 1% plus the destrict tax. For the uneducated i can see why you think this would be shocking. It's unnecessary by the restaurant to do this. It's just one tax rate.
