You are right, Garry: the great game never stops, and we must play the hand we are dealt. I agree that carefully applied amnesty may be essential both to regaining momentum and to extending mercy to fellow citizens who were deceived, coerced, or drawn into wrongdoing they did not fully understand. The real world is messy, and it is far easier to condemn than to understand. I think we also agree that the limits of amnesty cannot be determined in the dark. Because the crimes of the cover-up have affected all Americans, transparency about what conduct is being forgiven, on what terms, and in exchange for what is essential. As you rightly point out, doing this properly requires understanding the motives at play, and that requires candor. Many of the challenges confronting our national-security enterprise are existential, including those gathered beneath the broad umbrella of UAP and NHI. Once their first- and second-order effects are brought into view, the public may better understand why otherwise “unthinkable” acts were undertaken. Some are defensible when genuinely necessary for national or species survival, others unpardonable when driven by self-interest, profiteering, or collusion.

I don't think everything should be under amnesty. But if you want the dam to break, strategic ammesty of some acts, while not a popular position, can open up a world of understanding. Prosecutors use it very effectively to get the lower level perpetrators to open up to move towards higher levels of accountability. Many things I agree are unforgivable. I also understand deciding where the deciding line should be will be difficult. Some most at risk of extreme accusations will fight any amnesty. Some at extreme risk will push for total amnesty for obviously selfish reasons The problem will be deciding motives of anyone positioning in any direction. Search for motives. The logic is easy.
