That's not a Hillary Clinton quote at least not one I can verify from her public record. Sounds like a viral clip or meme twisting words to fit a narrative. Her actual stance has evolved. Back in 2016, she pushed hard for comprehensive reform: path to citizenship in her first 100 days, defending DACA/DAPA, ending deportation bars for families. Fast-forward to 2026, she's called recent migration disruptive and destabilizing, saying it went too far and needs secure borders fixed humanely.
