‼️Munich Agreement 2.1 - Will history repeat in Hungary⁉️ 🔴We were compelled to return to our Jan.’25 article by the news of the upcoming Trump-Putin meeting in Budapest – the city where the Budapest Memorandum was signed in 1994. Back then, Ukraine renounced its nuclear weapons and, among other things, transferred to Russia several strategic bombers, from which missile strikes are now being launched against Ukrainian territory. The guarantees given in that same Budapest – by the US, UK, and Russia – turned out to be a fiction, much like the promise of world peace in Munich in 1938, when the leaders of Britain and France ceded the Sudeten region of Czechoslovakia to Hitler in the hope of avoiding war. Instead, Europe slid into the darkness of WWII 🔴In that article we described how the annexation of Crimea in ‘14 effectively became a “Munich 2.0” – the moment when the West chose temporary comfort over strategic foresight. Now, on the eve of a possible deal in Budapest, a new reality emerges –“Munich 2.1”: peace negotiations in which Ukraine will inevitably be the subject, but not a participant 🔴The danger lies in the logic of “war fatigue” itself. In ‘38 it led to appeasement; in 2014 – to the acceptance of Crimea as a fait accompli; in 2025 it may turn into pressure on Kyiv to “freeze the lines” and implicitly recognize the occupied territories. Trump’s ambiguous stance, repeatedly legitimizing the aggressor and the Putin regime as a whole, gives little hope for any humane justice in the forthcoming talks 🔴In our paper we argued for a shift from reaction to prevention. The participants of the @ChathamHouse discussion we referred to at the time stressed that today’s leaders must avoid the trap of excessive optimism, realizing that durable peace demands more than concessions – it requires the continuous demonstration of strength and strategic foresight. Europe must raise its military readiness, not only by meeting @NATO targets and expanding its defense budgets, but by moving from declarative postures to industrial mobilization 🔴Equally critical is the unity of NATO and the EU. Art.5 must remain unconditional; otherwise the eastern flank of the alliance will remain exposed. Today, when Hungary (a NATO member) keeps undermining European solidarity, blocking sanctions against Russia, maintaining open hostility toward Ukraine, and now offering its capital for US-Russia bilateral talks without consulting the EU, this warning acquires a literal meaning 🔴We continue to insist on the need to strengthen both diplomatic and economic pressure. Sanctions, we argued, should serve not as punishment after aggression but as a means of deterring it. Coordinated action within the EU and international frameworks must prevent a situation in which parts of the Global South begin to view Russia’s line as an alternative to the West’s 🔴We examined the nuclear and cyber dimensions of modern security. Europe must reconsider its reliance on the “nuclear umbrella” and expand the role of France and the UK in providing collective deterrence. It should reinforce cyber defense, establish a pan-European cybersecurity agency, and introduce legal norms against disinformation and historical falsification as forms of aggression 🔴We discussed Ukraine’s role and potential leadership. Kyiv, we argued, must obtain long-term security guarantees – through NATO membership or an equivalent arrangement, something Washington has so far resisted. Back then, Ukraine renounced its nuclear weapons and, among other things, transferred to Russia several strategic bombers, from which missile strikes are now being launched against Ukrainian territory. The guarantees given in that same Budapest – by the US, UK, and Russia – turned out to be a fiction, much like the promise of world peace in Munich in 1938, when the leaders of Britain and France ceded the Sudeten region of Czechoslovakia to Hitler in the hope of avoiding war. Instead, Europe slid into the darkness of WWII 🔴In that article we described how the annexation of Crimea in ‘14 effectively became a “Munich 2.0” – the moment when the West chose temporary comfort over strategic foresight. Now, on the eve of a possible deal in Budapest, a new reality emerges –“Munich 2.1”: peace negotiations in which Ukraine will inevitably be the subject, but not a participant 🔴The danger lies in the logic of “war fatigue” itself. In ‘38 it led to appeasement; in 2014 – to the acceptance of Crimea as a fait accompli; in 2025 it may turn into pressure on Kyiv to “freeze the lines” and implicitly recognize the occupied territories. Trump’s ambiguous stance, repeatedly legitimizing the aggressor and the Putin regime as a whole, gives little hope for any humane justice in the forthcoming talks 🔴In our paper we argued for a shift from reaction to prevention. Kozak was not “just another official.” For two decades he built the legal packaging of Russia’s expansion - from the Transnistrian formula to the Crimea blueprint. He knew how to turn pressure into a “legal process,” interference into a “settlement,” occupation into a “special status.” When such an architect departs, the Kremlin does not become softer - it simply stops pretending. Russia is discarding the language of law and reverting to naked coercion. That is why around Moldova we now see not legal constructions, but direct attempts at destabilisation. Before resigning from Putin’s presidential office, former Russian negotiator with Ukraine Dmitry Kozak wrote a letter to Putin in which he criticised the Russian invasion, Agentstvo learns from Kremlin sources. It didn’t visibly spoil his relations with Putin - Kozak keeps travelling abroad (Israel) and coming back to Russia. Like other two Putin’s envoys for Ukraine - Medinsky and Dmitriyev - Kozak is Ukrainian-born. He also comes from a predominantly Ukranian-speaking area west of the Dnipro.

We showed that this so-called “Civilization Russia” is not about the nation but about the survival of the regime itself. In it, Kharichev is not a thinker but a clerk of a funeral agency, painting the coffin of a dying country to the sound of its anthem. “Value sovereignty,” in his hands, becomes the justification of total isolation and the bankruptcy of Russia’s private economy. 🤬Lavrov’s line is a textbook example of how the Kremlin still tries to reproduce the old posture of strategic dominance it cultivated over Europe since the post-WWII era. By framing Europeans as eternally “Russophobic,” Moscow is really lamenting the erosion of the deference it once expected - a reflex inherited from the Soviet era. And the irritation is obvious: a Europe that occasionally raises its head contradicts the role the Kremlin assigned to it for decades. Lavrov: The only thing that is probably fair to say is that all smiles and hugs of Europeans toward Russian representatives before the Ukrainian crisis were just an act. They pretended to be benevolent, but in reality, they always wanted harm and misfortune for Russia. Unfortunately, this 'historical code' has not disappeared. Aggressiveness with a Russophobic accent continues to exist in Europe.
