Horizon Institute for Public Service
Today we're launching Launchpad, a new Substack from Horizon. It's the public version of conversations we've been having privately with policy practitioners and people considering tech policy careers—on topics like what actually happens at a think tank, what hiring managers are really looking for, what skills transfer from industry, and how to make the most of DC.

@dylanmatt It's parallel. Haven't you bashed Janeese for being a Democratic socialism? Something that was at the core of MLKs messages and mentioned in most of his speeches- someone you deeply admire?

People have a real hard time when they criticize an ideology and then they are confronted with historical figures they say they admire who shared that view. People don't know how to act when they hear MLK espoused Democratic socialism.

@dylanmatt Cool- so you don't bash Democratic socialism or criticize candidates for that label?

I remember when I was in college and Davis lectured on prison abolition only to face appropriately skeptical questioning from a nice woman who lived in a low-income neighborhood and didn’t want her community flooded with criminals.

Sincerely don’t understand how this is supposed to ameliorate my concerns about Team George’s approach to crime.

Scoop: Senate GOP is considering delaying a cost-share SNAP requirement passed in their megabill last year - in order to garner enough support to pass a farm bill Some Rs privately support delaying it, as their states will be hit by the SNAP overhaul subscriber.politicopro.com/article/2026/0…

re: Bezos comments, the thing about getting the nonpaying share to 50% (up from the high 30s) is that you face a trilemma of sorts. You can pick two of: (a) low fiscal cost (b) low effective marginal rates for the bottom half (c) no new taxes on the top half

No, the U.S. tax system *is* highly progressive: effective rates rise sharply with income. Justin and others are confusing this with a distinct concept: redistribution. Our overall tax burden is low so our tax and transfer system is not very redistributive.
Justin Wolfers@JustinWolfers

If you only count the progressive taxes the U.S. levies, then the U.S. system is quite progressive. But if you also count regressive taxes (payroll taxes, sales taxes, etc), it's not very progressive.

We're launching an RFP for effective giving organizations. Our effective giving portfolio moves ~$300 million/year to cost-effective charities at an average adjusted ROI of ~6x. We think there are more organizations out there that could do the same, and we want to fund them 🧵
