If you behave like an oppressor, then you get treated like an oppressor. By behaving that way, you completely justify the citizens' response to you, and to point a finger at them and accuse them of being unreasonable for doing so, essentially trying to guilt-trip them into not resisting your oppression, just compounds your offense. And you do hold some of the responsibility for these policing decisions, because you acted on them. The "we were only obeying orders" alibi went out of style at Nuremberg. When you realized what was being done, did you become a whistleblower? Resign? Enforce the law even when they told you not to? At least refuse to carry out orders? Do even realize that you're helping to oppress the citizens on behalf of the government, or are you still denying that to yourself? Newsflash: This time, your the baddies.
