Masterbation is sin, a minor sin compared to having sex with anything that walks, but all lust is evil outside of love. An atheist believes their is no God. That is different than not believing in God. If you believe there is no God, you believe there is nothing above you. If you don't believe in God, you may well believe in something else, like a set of ethical principles, as paramount. My point is that not everyone who doesn't believe in God is an atheist.
