In this passage, Ibn al-Subkī (d. 771), who is an oft-relied authority in the Shāfiʿī school, is critiquing Ibn al-Qayyim’s bias by dividing the supposed “people of innovation” (ahl al-bidʿah, or non-Sunnīs) into two groups: (i) Innovators by consensus. Like the Muʿtazilīs, Rāfiḍīs, etc. who are innovators according to both IS and IQ. (ii) Innovators to some and not others. Such as the Ashʿarīs, who are innovators according to IQ but not IS. IS is criticizing IQ’s bias in this passage, by arguing that IQ wastes much more time speaking on (ii) than addressing (i), despite the fact that the Ashʿarīs are either considered Sunnīs [per IS] or closest of all groups to Sunnīs [per IQ].

This sounds nice, but it's a great way to undermine the welfare state. The strongest welfare states in the world (the Nordics) tax everyone, including nurses. And they give everyone universal healthcare, childcare, pensions, education in return. When the middle class has skin in the game, they defend the system. When welfare is 'just for the poor', it becomes a poor program: stigmatized, underfunded, easy to gut. That's why billionaires keep pushing this idea. The real scandal isn't that this nurse pays $12k. It's that Jeff Bezos pays $0.
