Yep. This is the thing that everyone needs to realize heading into the mayor's race:
There is no money.
We are about to try and fill a massive budget hole, probably with some combination of cuts and tax hikes. It's not clear what, if anything, that will leave over for new initiatives.

Reading the CFO letter - it’s a dire warning that the DC economy (thus - tax revenues) is tanking worse than we thought. That’s more important than the mayor being late with her budget.
