Uh no. The Treaty is a very small scoped document which does little more than exchange sovereignty for citizenship, and go over the benefits of citizenship in a long and redundant way. It was a one time deal for the people alive at the time. Their descendants do not get their citizenship from the Treaty, they get citizenship from their parents per the usual process. Today, the Treaty is almost completely irrelevant and anything that says otherwise is convenient legal fiction.
