They don't get them free. The government pays for them. The grocery store still gets all the money for the groceries, so assistance programs don't impact prices.

Modern players and caddies have no idea what people did for yardages back in the days before yardage books. In the early 80’s I remember watching Bernard Langer walking the fairways of Augusta with a Surveyors Wheel.
