I tend to think that most hikers are fit people, therefore not smokers. there should be no reason that these hiker are lighting off fireworks at the top of the mountain to celebrate their hike, nor starting a campfire to keep themselves warm while its 30 degrees out during their hike. it's fine if you want the government to control your every move, but most people don't want this and we can judge what is best. The rules shouldn't be made for the lowest common denominator.
