THREAD FOUR of CALLING OUT PROPAGANDA (numbers 40 to 49) CALLING OUT PROPAGANDA No.40 MANUFACTURING CONSENT by Edward Herman & Noam Chomsky has been an essential text in propaganda studies ever since it was published in 1982. The phrase ‘Manufacture of Consent’ was first used by Walter Lippmann in the 1920s. The central idea of Lippmann and then Herman & Chomsky was that people’s thoughts, ideas and consequent actions, are manufactured by propagandists. This is obviously not true for all thoughts, ideas and consequent actions but it is true for some, particularly those where the only or primary source of information is in the hands of a propagandist. Herman & Chomsky look at the mass media in US in the early 1980s. They put forward a “Propaganda Model” and used it to analyse the contemporary TV/radio and newspapers. This Model is still relevant in 2026, even if the media landscape is very different. The authors are not putting forward a “conspiracy theory” but rather an analysis based on how society – and the market – actually operate. The Propaganda Model has five “filters” which help explain why the mass media produces the content that it does, and in the way it does, by using a range of propaganda tools like agendas, framing, language, omissions, placement, tone etc. Journalists are liable to rationalise that they are acting with integrity even when the five filters mean they will be producing content that manufactures consent to serve the interests of elite interest groups. Herman & Chomsky wrote, “Media news people, frequently operating with complete integrity and goodwill, are able to convince themselves that they choose and interpret the news ‘objectively’ and on the basis of professional news values.” In the next posts, I will look at each of the filters: - 1.
