Seattle City Council approves $480 million library levy renewal proposal for 2026 ballot // the Seattle library downtown is effectively a daytime shelter and bath house. It is a miserable experience to even walk past. It is so bad the drug store closed after a series of violent robberies (even with two guards). Every time I have tried to go in and sit to work I was accosted in some way. FWIW 15 years ago I used to be able to work in there (no books or research materials but desks and a view). Super sad. But worse is that the cost to operate almost doubles in real terms every budget cycle. Funding is based on an informal 7 year cycle of add-on tax levies that the city council drafts. Here’s the series of them real and adjusted starting with construction (which funded some other branches and does not include $25M or so raised privately). Like every city service, usage metrics are obscured. The library does not report by branch, conflates use of the web site with visitors, and counts use of digital resources the same as books. Plus the recent metrics are relative to a pandemic recovery. See spl.org/Seattle-Public… 2025 is predicting 3.8M in person visits system wide (king country) compared to 13.8M in 2015. The shift to digital measures “check outs” not individuals and is trending to a “record high” after 6.3M in 2025. Still nowhere near 2015. Yet the budget has almost doubled twice. Also the number of “books” has been stable at 1M since 2004. Joe Mizrahi is the Secretary-Treasurer of UFCW 3000, the largest private-sector union in Washington state. He also sits on the Seattle School Board representing District 4. For decades, UFCW locals have used front groups to block WinCo stores from opening. Now a Portland-based entity with no apparent Washington presence has derailed WinCo's first Seattle store, and Mizrahi's union, which has a direct financial interest in keeping non-union grocers out of the market, has said nothing. Good news: this isn't over. The Hearing Examiner sent the project back for further review, not a permanent denial. That means SDCI has to redo its environmental analysis, and there will likely be a new public comment period. What you can do right now: 1. Email your D5 Council Member Debora Juarez: debora.juarez@seattle.gov. Tell her you want this site activated with affordable groceries. She needs to hear from constituents, not just from "Lake Washington Working Families" of Portland, Oregon. 2. Track the permit: seattleinprogress.com/project/3042320 3. When the new SEPA review opens, submit a public comment supporting the project. The reason these appeals work is because organized opposition shows up and everyone else doesn't. 4. Share the case file. The more people who see that a Portland law office filed this appeal, the harder it gets for the next front group to pull it off: web6.seattle.gov/Examiner/case/… The comment period is where this fight was lost. It's also where it can be won. Tomorrow I'll be looking at who specifically benefits from keeping non-union grocery stores out of the Seattle market, and what public offices they hold. Stay tuned.
