یہ صحت کا بجٹ کدھر جاتا ہے؟ آپ لوگ اگر بتا سکیں۔۔ وفاقی دارالحکومت اسلام آباد اور راولپنڈی کے بڑے سرکاری ہسپتالوں، بالخصوص پمز اور پولی کلینک میں انتظامیہ کی مجرمانہ غفلت، صفائی کی ابتر صورتحال اور حکومت کی عدم توجہی کے باعث نظامِ صحت مکمل طور پر تباہ ہو چکا ہے، جس سے غریب مریضوں کا کوئی پرسانِ حال نہیں۔ ہسپتالوں کی ایمرجنسی اور او پی ڈی وارڈز میں مریضوں کا بے پناہ دباؤ ہے، جہاں بیڈز کی شدید قلت کے باعث ایک ایک بیڈ پر دو سے تین مریضوں کو لٹایا جا رہا ہے، جبکہ جنہیں بیڈ میسر نہیں، وہ کئی کئی گھنٹے لوہے کے سخت سٹریچرز اور ہسپتال کے ٹھنڈے فرش پر تڑپنے پر مجبور ہیں۔ ہسپتال کے اندر واش رومز اور وارڈز میں گندگی کے ڈھیر، شدید تعفن اور بکھرا ہوا طبی فضلہ خود نئی بیماریاں اور انفیکشن پھیلانے کا سبب بن رہا ہے، لیکن انتظامیہ اور عملہ اس سنگین صورتحال سے بالکل بے نیاز نظر آتا ہے۔ ​مریضوں اور ان کے لواحقین کا کہنا ہے کہ ہسپتالوں میں ادویات کی شدید قلت ہے اور سرنج سے لے کر لائف سیونگ ڈرگز تک سب کچھ باہر کے پرائیویٹ اسٹورز سے مہنگے داموں خریدنا پڑتا ہے، جبکہ کروڑوں روپے مالیت کی سٹی سکین اور ایم آر آئی مشینیں نجی لیبارٹری مافیا کے گٹھ جوڑ سے مستقل خراب رکھی جاتی ہیں۔ سب سے افسوسناک پہلو سرکاری ڈاکٹروں اور پیرامیڈیکل اسٹاف کا مریضوں کے ساتھ انتہائی نامناسب، تلخ اور لاپرواہی پر مبنی رویہ ہے؛ سینئر ڈاکٹرز سرکاری اوقات میں ڈیوٹی سے غائب یا بے حس رہتے ہیں تاکہ مجبور مریض شام کے وقت بھاری فیسوں کے عوض ان کے ذاتی پرائیویٹ کلینکس کا رخ کریں جہاں انہیں وی آئی پی پروٹوکول دیا جاتا ہے۔ حکومت اور وزارتِ صحت کی اس سنگین انسانی بحران پر مسلسل خاموشی اور فنڈز کی عدم فراہمی کے خلاف عوامی حلقوں میں شدید تشویش پائی جاتی ہے، اور انہوں نے اعلیٰ حکام سے ہسپتالوں میں پرائیویٹ پریکٹس پر پابندی، صفائی کے ہنگامی اقدامات اور غفلت برتنے والے عملے کے سخت احتساب کا مطالبہ کیا ہے۔

ڈاکٹرز جو چوبیس چوبیس گھنٹے ڈیوٹی سر انجام دیتے ہیں، جن کی نہ وقت پر چھٹی ہوتی ہے اور نہ آرام، وہی ڈاکٹرز کورونا جیسے خطرناک دور میں بھی اپنی جانوں کو خطرے میں ڈال کر قوم کی خدمت کرتے رہے۔ اُس وقت تمام محکموں میں چھٹیاں تھیں لیکن ڈاکٹرز ہسپتالوں میں موجود رہے اور عوام کو تنہا نہیں چھوڑا۔ افسوس کی بات یہ ہے کہ آج انہی ہسپتالوں میں ایک منیجر کی تنخوا آٹھ لاکھ روپے سے زیادہ ہے جبکہ ایک ڈاکٹر کی تنخوا ایک لاکھ سے بھی کم رکھی گئی ہے۔ یہ کھلی ناانصافی اور زیادتی ہے۔ ینگ ڈاکٹرز کی جانب سے وزیراعلیٰ خیبرپختونخوا سہیل آفریدی صاحب سے پُرزور مطالبہ ہے کہ ڈاکٹرز کی تنخواہوں میں کم از کم 50 فیصد سے زیادہ اضافہ کیا جائے تاکہ انہیں اُن کی محنت، قربانی اور خدمات کا جائز حق مل سکے۔
