UPDATE: WE DID IT!!!
I'm delighted to say that last night I got a message from the Debt Recovery unit at @northernassist confirming that they will "be taking no further steps against [me]".
That said, the problems at the heart of my case are FAR from solved.

Oh look, it's my old friend carriage #50458 again.
3 days on and the table is still making the (sole) wheelchair space unusable.
The guard can't remove it. He says I'm the 3rd wheelchair user to be inconvenienced by it today.
