This isn't an accident, it's a strategy. If they cut the budget, the queues get longer and the system stays offline. Then, they fast track the service by giving it to Capitec, FNB and Standard Bank. This is the definition of State Monopoly Capitalism. The state creates a problem by starving itself, then fixes it by paying the private sector.
