A quick 101 on county budgets: When evaluating a property tax cut, don’t compare the loss to the county’s total budget. That’s the wrong denominator. County budgets are made up of dozens of separate funds. Utilities, solid waste, gas taxes, impact fees, grants, transportation funds, and tourist taxes are often legally restricted to specific purposes. The fund that matters most is the General Fund. That’s the fund that pays for many core government services and is heavily supported by property taxes. Example: Bay County’s total budget is $734M. Sounds huge. But its General Fund is $281.7M. So a $41M reduction isn’t 5.6% of the budget. It’s 14.5% of the General Fund. But it doesn’t stop there. The entire General Fund isn’t available to cut or reallocate. Before a county spends a dollar on parks, libraries, or new programs, it must pay debt service on outstanding bonds, pension obligations, constitutional officers, and other fixed commitments. Those obligations get paid first. Which means the truly discretionary portion of the General Fund is often much smaller than the headline number. That’s why the right question isn’t “How big is the county budget?” It’s “How much property-tax-supported revenue is being lost, what obligations remain, and how much flexibility is actually left?”

@JeffGradeA I’m happy to have the conversation about reducing or even abolishing property taxes. But every government has to balance the books. So what replaces the revenue? Higher sales taxes? More fees and assessments? More dependence on Tallahassee?

Suppose you call your frozen fish "100% whole fish fillets." But the fillets also include "Sodium Tripolyphosphate [Added to retain Moisture]" and water. Is it unlawful false advertising to say "100% whole fish"? Consumers in CA, NY, and MA allege so. And a court recently allowed the case to proceed, denying Van de Kamp's/ConAgra's motion to dismiss. Court says that at this stage, "the plaintiffs offer a plausible reading of the label, which they allege is false."

That's not fraud; it's a function of CA law that allows ballots to be counted so long as they are postmarked by election day and received within 7 days after election day. Most of the ballots counted after E Day will either be the mail ballots dropped off on E Day OR . . . 8/x

A few points re: CA voting today: Per tracker.politicaldata.com/?type=statewid…, there were 4.221 million ballots received as of yesterday. That's up 484k from 2022. There were 7.2 million votes cast in 2022, with about 6.95 million counted for Governor. 1/x

@fineout You’all are acting like accountants writing the report of a company earnings. You’re comparing apples to oranges. None of the analysis you quote takes into account the CDD / impact fees. Those make Florida property taxes one of the highest in the nation.
