The session provided a comprehensive assessment of the evolving spectrum of global uncertainties and their implications for India and the Global South. Panel discussions covered multiple dimensions of contemporary challenges, including geopolitical developments in West Asia, shifting economic dynamics, and emerging strategic risks. In his special remarks, Shri Dammu Ravi, former Secretary (ER), Ministry of External Affairs (@MEAIndia), highlighted key global challenges and elaborated on India’s policy responses in navigating an increasingly complex international environment. The panel, comprising Shri Arvind Kumar, Mr. Sanjay Pulipaka (@psanjay_in), Prof. Nilanjan Banik, Dr. Archana Srivastava, and Dr. Srinivas Rao, offered diverse perspectives on managing global uncertainties. Chapter 8: Power Shifts, Alliances, and India's Strategic Autonomy Sanjay Pulipaka In international politics, strategic autonomy is a direct consequence of a country's location in the hierarchy of power. India has transitioned from maintaining equal distance to an "Equi-Closeness" policy with all nations. Crucially, India absolutely cannot enter into formal alliances with major powers (such as the US) because none of the Quad or BRICS countries fully recognize India's territorial boundaries (e.g., in Ladakh and Jammu & Kashmir). Furthermore, global politics is drifting into a "post-alliance phase" due to strained transatlantic ties, a lack of Western appetite for deploying "boots on the ground," and deeply polarized domestic societies. Consequently, to meet its diverse economic, technological, and defense needs, Delhi must pursue strategic autonomy with unprecedented vigor. PSIR Theoretical & Philosophical Lens: Balance of Threat (Stephen Walt) and Sovereignty. Pulipaka illustrates that alliances require mutually recognized territorial sovereignty as a baseline. Without this, India relies on internal balancing and flexible hedging rather than formal external balancing. GS 4 Ethical & Administrative Quagmire: The illusion of collective security. Defense administrators and diplomats must ethically and realistically prepare the nation's military and public for the stark reality that, despite warm strategic partnerships, no foreign power will physically shed blood to protect Indian territory.
