Asking politely, what would be use of a new document which proves my citizenship? What will it be used for? Valid for? Crores, thousand of crores wasted in creating national citizen card? Where will it be used? Why not just make passport, or aadhar or voterid card as Citizenship proof.? Non Indians don't have passports, voter id card is also only legal for Indians... So what am I missing?
