With 11.3 million internet users and 60.8 percent penetration, the country made an ideal proving ground for an identity system that routes around the privacy protections nobody bothered to legislate. No CBDC required when you already own the identity layer. That is the elegant part, and the trajectory still points the wrong way. The World Bank will call this financial inclusion.
