The targeting study I shared is released Dec 12, 2024. The recent impact evaluation of 4Ps (third wave) was released Dec 18, 2023: bit.ly/4eQmtwv Both are by @pidsgovph, are not dated, and remain useful in terms of policy recommendations. Studies point to more precise targeting especially in urban areas, and the need to improve other outcomes, such as reduction of stunting among children. But both studies see marked achievements in reaching the poorest income groups, as well as in school attendance, maternal wellbeing, and children's health. In short, 4Ps is working, there are systemic fixes that can improve its implementation, and abolishing it just to appease some middle class sensibilities should not be on the table.
