It has been over a month since the Union Budget 2026, giving GCC leaders and their teams time to move beyond the initial announcements and assess how the proposals translate into operational impact. Early feedback from the GCC community indicates strong appreciation for the proposed reforms to the Safe Harbour and Advance Pricing Agreement (APA) frameworks. Simplifying the Safe Harbour structure and introducing clearer timelines for APAs are viewed as practical steps that improve tax certainty for global operating models. Greater clarity in these mechanisms enables GCCs to spend less time managing procedural complexity and more time focusing on strategic work and capability development in India. These reforms reflect the Government’s consultative approach and its continued engagement with industry through Nasscom. The GCC ecosystem particularly values the Ministry’s focus on ensuring that regulatory mechanisms evolve in ways that support the scale and sophistication of global capability centres operating in India. Had a great conversation with Rajesh Nambiar, President @nasscom at their People Summit 2025. We explored a range of important topics at our fireside chat including inclusive digital transformation, the evolving role of AI in public service, and the importance of building governance systems that are accessible at all levels of society. In line with the summit’s theme — Powering Progress: Building a Future Fuelled by People, Policy and Infrastructure — I reflected on Tamil Nadu’s long-standing focus on equity, access and opportunity as the foundation for our development model. A strong and widely distributed talent base across our cities makes Tamil Nadu ideal for a hub-and-spoke model of growth. I pointed out how the strategy of fostering development in Tier-II and Tier-III cities has helped us enhance living standards, ensuring sustainable growth in the midst of rapid technological shifts while reducing attrition. With the right policies, infrastructure and institutional support, we are witnessing unprecdented momentum in entrepreneurship and innovation, particularly among women and young professionals.
