Raw hasn't been on a hunt for two years; it's been almost 5-6 years. The targeted assassination campaign against Kashmiri and Sikh leaders, and even former Kashmiri commanders in Pakistan, reflects the confidence, operational reach, and clearly defined strategy. There are several operational and strategic reasons why this won't end in the near future. I'll only talk about the two most important. - Unlike the old days, the modus operandi is different. Raw has managed to establish small cells and decentralised networks, where even if a cell is compromised, it doesn't jeopardise the whole network. Having said that, conducting assassinations from Rawlakot to Karachi and Karachi to Lahore isn't one off lucky hit, it's a complete collapse of security architecture. - Collapse of deterrence; Raw even going after commanders that have left the field almost two decades ago, reflects the confidence that there won't be any blowback and retaliation. Islamabad pulling back from Kashmir hasn't led to any notable de-escalation or relative peace infact Delhi has doubled down from Article 370 to the assassination spree across Pakistan. Now, with the IWT, all the roads lead to Srinagar, no matter how much the Bakshuellite tries to avoid it. What Delhi is trying to do is change the operational reality so when the inevitable comes, there won't be any cards to play.
