आप सभी को पता है कि 20 नवंबर 2025 को राज्य में नई सरकार के गठन के कुछ ही दिनों बाद हमलोगों ने बिहार को देश के सर्वाधिक विकसित राज्यों की श्रेणी में शामिल करने हेतु सात निश्चय-3 के कार्यक्रमों को लागू किया है। सात निश्चय-3 (2025-30) के सातवें निश्चय ‘सबका सम्मान-जीवन आसान‘ (Ease of Living) का मुख्य मकसद राज्य के सभी नागरिकों के दैनिक जीवन में आने वाली कठिनाइयों को कम कर उनके जीवन को और भी आसान बनाना है। इसे लेकर हमलोग लगातार महत्वपूर्ण निर्णय ले रहे हैं। कई बार ऐसा देखा गया है कि राज्य में जमीन मापी कराने के इच्छुक लोगों द्वारा आवेदन देने के पश्चात जमीन मापी की प्रक्रिया संपन्न होने में काफी वक्त लग जाता है। इस कारण लोगों को कठिनाइयों का सामना करना पड़ता है। जमीन की समय पर मापी नहीं होने के कारण अनावश्यक भूमि विवाद उत्पन्न होते हैं। ऐसे में ‘सबका सम्मान-जीवन आसान‘ (Ease of Living) के लक्ष्य को प्राप्त करने हेतु भूमि मापी की प्रक्रिया को अधिक सरल, पारदर्शी, समयबद्ध एवं नागरिक अनुकूल बनाने के लिए निम्न निर्णय लिए गए हैं : • 31 जनवरी 2026 तक जमीन मापी के लिए लंबित आवेदनों का निपटारा विशेष भूमि मापी अभियान चलाकर कर दिया जाएगा। • 1 अप्रैल 2026 से अविवादित जमीन की मापी के लिए आवेदक द्वारा मापी शुल्क जमा किए जाने के अधिकतम 7 कार्य दिवस में जमीन की मापी सुनिश्चित की जाएगी तथा विवादित जमीन की मापी के लिए आवेदक द्वारा मापी शुल्क जमा किए जाने के अधिकतम 11 कार्य दिवस में जमीन की मापी सुनिश्चित की जाएगी। • अविवादित तथा विवादित जमीन की निर्धारित कार्य दिवस में मापी की प्रक्रिया पूर्ण कर अमीन द्वारा मापी का प्रतिवेदन मापी के पश्चात आवेदक के आवेदन की तिथि के 14वें दिन निर्धारित पोर्टल पर अपलोड करना अनिवार्य होगा। • निर्धारित समय सीमा के अंदर जमीन मापी सुनिश्चित करने के लिए राजस्व एवं भूमि सुधार विभाग द्वारा आवश्यक कर्मचारियों एवं संसाधनों की व्यवस्था के साथ-साथ पूरी प्रक्रिया के गहन पर्यवेक्षण की व्यवस्था भी सुनिश्चित की जाएगी। मुझे पूरा विश्वास है कि जमीन मापी प्रक्रिया को सरल बनाने से संबंधित यह पहल समस्त प्रदेशवासियों के लिए काफी उपयोगी साबित होगी और उनका दैनिक जीवन और भी आसान हो सकेगा। इस व्यवस्था के संबंध में यदि आप कोई अन्य विशिष्ट सुझाव देना चाहते हैं तो अपने बहुमूल्य सुझाव 25 जनवरी 2026 तक निम्न में से किसी एक माध्यम से दे सकते हैं।
