Fyi this is a fairly common thing in the Balkan, gypsies also tend to do it a lot and judging from his accent he does sound like a gypsy from romania or bulgaria. Perhaps a turk, happens in Istanbul too. They'll stand in busy areas and "direct" who parks where. Usually people who work there pay them something and they'll tell people to move, stand in empty spots, tell you where there's a spot etc. since it's not completely illegal, police tend to bother them and chase them away, but they can't really get them off the street for good. I know a guy in my home town who has been doing this for about 26 years. AFAIK he has no other job or income.
