As COP30 entered its final stretch, the International Organisation of Employers renewed its call for coordinated global action on skills development, labour mobility and responsible AI adoption—key enablers of a just transition.
Throughout the week, IOE engaged in high-level dialogues at the International Labour Organization Just Transition Pavilion, highlighting the central role of social dialogue in delivering climate policies that work for workers and enterprises alike. In regional discussions on Latin America and the Caribbean, IOE underscored persistent barriers such as informality, limited employer participation and fragmented national institutions—factors that slow progress on NDC 3.0 implementation. Robert Marinkovic called for targeted skills strategies, stronger employer engagement and policies that tackle informal employment head-on.
IOE also contributed to the launch of the Just Transition Compass, a new tool designed to help countries assess and strengthen the social dimensions of their climate plans. Speakers stressed the importance of anchoring transition strategies in labour standards, particularly ILO Recommendation 204.
In collaboration with OIM - ONU Migration, the International Labour Organization and Deloitte, IOE helped unveil Green Borders, a joint paper outlining policy recommendations to improve cross-border talent mobility—an increasingly urgent priority as economies adapt to emerging green sectors. At the China Pavilion, IOE joined discussions with the China Enterprise Confederation on aligning corporate action with national climate goals, with Chinese companies showcasing early progress on integrating just transition principles into business strategy.
IOE’s programme concluded with a forward-looking discussion on AI and climate action at Deloitte’s pavilion, where experts debated how AI can expand access to climate finance, improve risk modelling and support sustainability transitions—while warning of risks linked to energy use, unequal access and labour market disruptions.
Due to a fire in the Blue Zone, all IOE-scheduled events on Thursday, 20 November were cancelled, including engagements with BusinessEurope, the Bangladesh Pavilion, the CII climate finance panel and the planned meeting with Swiss Environment Minister Albert Rösti.
