Maybe I’m being dumb but those first 2 paragraphs don’t make sense to me Lou.
We can either have a good lie in the fairway. Or not. The vast majority of times you’ll be good. Then there’s the rare times it’s not. Within those rare times it’ll sometimes be clear we’re in a divot. Other times it’ll be questionable. Whether questionable on a divot or obvious it’ll be a pretty rare occurrence.
Maybe rules need changing around pitchmarks / aeration marks. Valid points but doesn’t change my mind on fairway divots.

Another way to slow play down as people take drops or discuss if they should be getting a drop.
How often does it even happen? Not enough to get so much airtime imo.
