People who are outside of this country are the ones who are bitter here on social media platforms. Going outside the country is not bad, what is bad is coming back with nothing. No bill is getting passed on the 18th of May. The #CA3 is scheduled for its official introduction during the week of 18 May, a milestone that marks the beginning of formal legislative scrutiny. During this session, the Minister of Justice, Legal and Parliamentary Affairs, Hon. Ziyambi Ziyambi, will deliver the Second Reading speech. His address is expected to provide a detailed, clause-by-clause breakdown of the Bill’s intended effects ranging from the shift to a parliamentary system for selecting the President to the expansion of the Senate. This will trigger a robust debate in the National Assembly, where Members of Parliament will deliberate on both the legal principles of the amendment and the sentiments expressed by the public during the past outreach phase.

According to a recording of President Mnangagwa in 2024, ZANU PF’s constitution allows only two five-year terms for the President and First Secretary. As a consequence, the current CAB3 Bill that was submitted by ZANU PF is contrary to its own constitution, because President Mnangagwa is not eligible to be President of ZANU PF at the next Congress in 2027 unless the constitution is first amended by Congress. 2Furthermore, the conference resolution that is being pushed as CAB3 was not ratified by Congress, meaning that this resolution—and by deduction, the Bill—has not been legally approved by ZANU PF. Now, whether someone within ZANU PF has the courage to take this issue to court, in the current atmosphere of intimidation and fear, remains to be seen.

Muzukuru, I see that you claim that the resolution to extend the term of the President in office from five years to seven years was reached at the ZANU PF Annual National People’s Conference in 2024 where it was turned into a resolution, and then reaffirmed in Mutare. You then claim that this was done to allow those with objections to the resolution to air their objections. But, Shumba, you know well that there are a number of issues with your assertions: 1. Firstly, the resolution reached in Mutare only mentioned extending the Presidential term limit by two years, allowing for the current President to continue in office till 2030. 2. As Vice Martial (rtd) Muchena said, many people in the party fundamentally agreed with the concept of increasing the length of term in office of Presidents; however, when the Bill writers wrote the Bill, they brought back an omnibus Bill with various new clauses that were not agreed to by the party. These include having parliament elect the President, taking away the people's right to vote for their President, and changing the defense forces’ mandate to uphold the constitution and others. 3. The drafters also argued that such a fundamental amendment that takes away the people’s right to vote for their President, didn't require a public participation or a referendum, something not agreed to by party structures. 4. Additionally, the highest decision-making body of ZANU PF is Congress; hence no resolution can be passed at conference and implemented without being ratified at Congress. Conference is only coming next year where a new President should be elected and this resolution ratified. 5. The failure of this resolution being tabled at Congress, where the next President should be reelected first, illustrates that this process wasn't open for ZANU PF members and branches to air their views, making this resolution illegitimate ab initio. 6. It is also patently obvious that the party and nation are griped by an atmosphere of fear, in which people are no longer free to descent without facing dire consequences, as evidenced by me being threatened with exile and death for opposing CAB3. 7. This Bill isn't what ZANU PF asked for; chinhu chenyu imi makaranga, a small business elite and the first family. This is why some leading members of the Central Committee and Politburo are resisting it because it hasn't been discussed in cells and branches and hasn't been passed at Congress. 8. The fact that you, an outsider in ZANU PF, are pushing it while it's being resisted internally, illustrates that it was never adopted unanimously in the party. I remember you making a voicenote telling me that you are related to the President and as such people like you have a greater chance of ascending to power as the next generation. Saka chinhu chenyu ichi muzukuru. 8. As Air Marshal (Rtd) Muchena said, the party seems to have been hijacked by unelected people who are using money to mutilate the party and constitution, which may render ZANU PF a national security threat. 9. The silence of big guns like Charamba, Obert Mpofu, Mutsvangwa, Chinamasa, Muzenda, and others on this issue should signal that you're on the wrong side of history. 10. Yesterday the Zimbabwe Human Rights Commission condemned the process of CAB3 consultations, saying it violated international, continental, and regional human rights codes and democratic processes. This means that a case can be made that the process is void and should be rerun. It's becoming clear that you're pushing up against a mountain, and as someone close to you, I'd advise that you and some of my associates who are pushing this, should reassess whether you're standing with the nation or individual interests that are now threatening national and potentially security interests.

Rutendo Matinyarare’s sudden crusade against CAB3 raises serious questions. For years, he positioned himself as a defender of the state and sovereignty now, he leads the charge against a constitutional process clearly outlined in Article 324. This isn’t principled opposition it’s opportunism wrapped in legal jargon. If CAB3 truly violated the Constitution, where was this outcry when past amendments passed? Silence then, noise now that’s not consistency. That’s calculation. His narrative thrives on emotional rhetoric not facts. He claims the Bill undermines democracy, yet ignores that public consultations, parliamentary debate, and legal review are all underway exactly as the Constitution demands. To call this “unconstitutional” is misleading. To attack President Mnangagwa and Dr. Tagwirei personally is worse it shifts focus from policy to personalities, turning national discourse into a social media spectacle Zimbabwe doesn’t need performative outrage. We need solutions. Vision 2030 won’t be built on hashtags but on unity, lawful process, and real investment. If Matinyarare has a better roadmap, let him present it not through tweets, but through dialogue. Until then, the people see the truth: this isn’t about the Constitution. It’s about who controls the future

Zimbabweans call themselves learned and yet are failing to understand simple things. You cannot keep calling for a referendum on everything. Thats not how governance actually works. According to your thought processes when fuel pricing structures change and kombi fares go up overnight we should call for a referendum. That sounds dumb right? Because thats exactly how yall sound right now. A referendum is not a default tool; it’s a constitutional safeguard reserved for very specific, high-impact areas. Section 328(6) is clear. Everything else like what is in #CA3 - is exactly why we elect Parliament in the first place. They can make it pass without a referendum.
