Today at Nakasero, I met Mr. Aliko Dangote and we discussed the proposed East African regional refinery. I informed him that from the very beginning, we have always opposed the export of raw materials without value addition. That is why Uganda delayed oil production because we insisted on first having a refinery. Without refining our oil, it would not make economic or strategic sense to simply export crude oil while others benefit from the finished products. I, therefore, welcomed the idea of a bigger regional refinery because our objective is African integration and shared prosperity. We cannot continue operating as fragmented and weak markets. If East Africa works together, such projects become more viable and beneficial to our people. Uganda is ready to support the regional refinery initiative while also continuing with the development of our own refinery in Hoima.

For nearly 5 yrs, over 60 Ugandan local contractors & suppliers who helped lay the foundation for @TotalEnergiesUG Tilenga oil field have waited for payment totaling close to $10 million. Behind these numbers are businesses that borrowed heavily, families that depended on those incomes, employees who lost jobs, and entrepreneurs whose dreams slowly collapsed under debt and silence. This is a hard article to read, but I hope you'll do so. I've spent some time reporting on widespread rape and other sexual violence of Palestinian male and female prisoners by Israeli authorities, and the article is now published. The assault victims were warned not to give speak of what they endured -- they were sometimes told they would be killed or raped if they gave interviews -- but they found the courage to do so. One man described being raped three times in a single day in Israeli prison, the third time after he tried to protest. A young woman said the guards would come in at the beginning of each shift and strip her naked and abuse her. Another reported that she was shown photos of herself being raped and warned they would be released unless she cooperated with Israeli intelligence. Even three children who had been detained told me they had been sexually abused. Look, whatever our position on the Middle East, we should be able to agree on being anti-rape. Sexual assaults were horrific when Israeli women were targeted on Oct. 7, and they're equally horrific when Israeli authorities use them against Palestinians day after day after day. Bujagali Energy Limited (applicant), a special‑purpose hydropower company, challenged administrative additional income and withholding tax assessments issued by the Uganda Revenue Authority following a comprehensive audit; central disputes were whether the assessments were time‑barred and the correct interpretation of s.56(2) ITA for converting foreign‑currency amounts for tax, particularly capital allowances claimed after commissioning. The Tax Appeals Tribunal found the audit disclosed new, material information (notably Bujagali’s retrospective use of a 2012 exchange rate for assets acquired earlier), so the additional assessments were not time‑barred under s.25(2) TPCA; applying accrual rules (s.40 ITA) to s.56(2), the Tribunal held foreign‑currency expenditures must be converted at the Bank of Uganda rates prevailing on the dates the expenditures were incurred (when services or property were provided), upheld URA’s reclassification of many costs from start‑up to land/buildings, sustained add‑backs for inadequately documented sponsor disbursements (with an arithmetic correction), and maintained certain WHT liabilities while noting concessions from mediation; the Tribunal dismissed the application and upheld the revised assessment of Shs. 155,618,956,094 in total (WHT Shs. 298,382,432; income tax Shs. 155,320,573,662).
