Medard Sseggona (Busiro East), presenting the minority report, said the Constitution guarantees the sovereignty of the people of Uganda, not the sovereignty of the State and that existing laws are silent on such a concept. He said the Protection of Sovereignty Bill, 2026 does not cure any identifiable mischief, and noted that it was rejected by the President, stakeholders who appeared before the Committee, and even its purported sponsor.
