@tingvard

"Tingvard" = "Ting" (Norse assembly) + "Vard" (guardian). Rooted in Old Norse, showing our aim to guard the governing principles of Cardano.

Quite the conundrum if no one applies🤔 I am sure there are qualified people in our community who have the time and dedication for the task. Consider applying and if the technical hurdle sounds intimidating it's actually fairly easy if you can use terminal. Also, 1-2-3 not it.
Intersect@IntersectMBO

We are one week into the Intersect-facilitated, Constitutional Committee Elections 2026 process. As of May 15, 2026 1200 UTC we have yet to receive one completed application submitted for the four seats expiring this summer. How to apply 🧵

@NaVi_GaT0R We just had CC election sign up. No one participated, that includes you. So, unless you gonna step up to be CC don’t be criticizing volunteers use of time.

Noticed most of the CC members have yet to cast votes on active Treasury Withdrawals on chain. Is it because of the large amounts of conflict of interest given we have CF, IO, Intersect employees all serving? Is it because they're waiting to see what the DReps support so they can be on the right side of history? Is it too much workload for an all-volunteer body? Also wondering if we'll see anyone/entity bold enough to invoke Tenant 8 during this season of Treasury Rush: Cardano Edition... TENET 8 The Cardano Blockchain shall not unreasonably spend resources.

@tingvard @Jennycitalinda This is the way, and as expected. Do you have a regular voting cadence? When can we expect a determination on the outstanding items? Looks like only @phil_uplc has cast a vote so far on most of these.

@adamKDean We will bulk submit votes for most of the active actions next week. The reason is simple, high volume. For the same reason we are simplifying our approach when writing our rationales, sticking to a template rather than digging deep like we usually do. x.com/i/status/20510…
Tingvard@tingvard

We are in a high-activity period for governance actions. This isn’t something we do lightly, but CC is unpaid and time is limited. For now we’re simplifying how we assess positions to keep pace. We’ll use the same approach during future spikes.

@Jennycitalinda @adamKDean There's been plenty of times one or more of our members have voted abstain due to conflict of interest. So far that has not resulted in the consortium voting abstain because of it however.

Do you really expect cc members abstaining because of conflict of interest? 🤣😭 i haven't seen it yet. Maybe im wrong. I know our CAC members did it. On the volunteer part. I see some want to get paid for providing rationale, by the proposers 💀 Idk, Adam... we have so much to learn...

CC should not become an isolated circle of familiar faces. We need DReps, lawyers, SPOs, nerds, critics, and people willing to challenge consensus when it matters. If you care about the Constitution and Cardano governance, consider running for CC. hydra-voting.intersectmbo.org

I disagree with the process because it violates stakeholder protections set forth in the Cardano Constitution and therefore the various Constitutional Committees should be voting against the proposal to protect both the stakeholders and the Constitution. See tenets 3, 8, and 9 specifcally and Article III, Sections 1 and 4.

The 1000 cardano:native Proposal Fee @IntersectMBO & @IntersectCBC implemented to submit a budget request to the treasury ✅IS✅ or ❌IS NOT❌ Constitutional? How many of the "TENETS" does this requirement not uphold, ignore, or disregard? Do these actions meet requirements in the By-Laws, Membership Agreement, and Code of Conduct? Repost and tag your DREP and the Cardano Blockchain Ecosystem Constitutional Committee(s) and its/their members if these items are of concern. Yes, the reduction of spam proposals is very important. There are other ways to achieve this without placing a financial burden any stakeholders. COC Page is broken BTW. docs.intersectmbo.org/legal/policies…

@NicolasC3rny @nimuepool This lack of explanation is what lead us to use Tenent 8. Because we have no grounds to assess wether or not the changes are "reasonable".

Interesting reasoning. Because the approved TWGA of last year contained a multi year Cardano Summit budget and this year a lot more is asked than stated there without an adequate explanation, @tingvard concludes it violates Tenet 8 of the constitution that states the Cardano Blockchain shall not unreasonably spend resources. Thoughts? @NicolasC3rny @yutazzz @JaromirTesar @ItsDave_ADA @ArmyofSpies other DReps
Tingvard@tingvard

@nimuepool I agree, "unreasonable" is vague. Hence why we were hesitent to use Tenent 8 before we had properly discussed it. Reason why we used it is that the 2025-2029 plan was part of the approved TWGA last year. This year there was a 108% deviation from it with no explanation.

@tingvard I don’t even think that matters what is said in an earlier proposal… The constitution doesn’t speak of such thing at all… DReps could use this argument in their rationale to vote NO, but it doesn’t make it unconstitutional…

@nimuepool As we said in our rationale, there is not a lack of cost breakdown. The proposal is very well written. But sadly according to our interpretation it lacks the explaner as to why it deviates from one part of what was previously approved (The 2025-2029 plan).

Well there is an explanation, Singapore, especially around TOKEN2049, is just a lot more expensive than other places... While not stated explicitly in the proposal itself, this can be clearly seen in the included cost breakdown. As for why the Summit must take place over there, that part is extensively elaborated on in the proposal.

@nimuepool According to your interpretation, is it just the amount that gets approved, or the entirity of the metadata? If the latter, then yes it is.

@nimuepool With no explanation, we had no grounds to assess wether or not it was reasonable. Hence the unconstitutional based on Tenent 8. Again, this is not an opinion, its interpretation. Wether we agreed with the TWGA or not made no impact on the internal votes.
