We clearly state that according to our interpretation of the constitution, the only threshold required for an NCL is DReps. Therefore it is constitutional and currently valid. Because of this interpretation, we also see no need for a joint statement.

I guess I like to watch the world burn: Cardano Constitution Article III, Section 1, Paragraph 3 "No governance action - other than a "No Confidence" or "Update Committee" action - may be implemented on-chain without affirmation by a requisite percentage of CC members." Paragraph 4: "The CC shall be limited to voting on the constitutionality of governance actions, including any proposed or contemplated actions contained within "Info" actions." This seems to mean that the recent NCL is invalid because a majority of CC members did not approve.

The CC, much like DReps is not one cohesive group that comes together every full moon to sing kumbaya and discuss the latest cabal news. You got our stance. That's all I can give.

I mean each CC member. You and Phil have indicated CC members do not need to vote on the NCL. Not every CC member has. It would be helpful if all CC members put out a joint statement.

If you want a final answer, submit a treasury withdrawal and see if any of the non voting CC members votes it unconstitutional or not based on their interpretation of whether we have a valid NCL or not. That would end the discussion.

@JaromirTesar We chose to vote not because we have to, but because we wanted to be transparent about seeing the NCL as constitutional. Had we not, we could in theory attempt to block every treasury withdrawal simply by saying "We do not acknowledge the constitutionality of the current NCL"

Is the 350M ADA NCL approved or not? Some CC members did not vote. There’s a debate about whether the Constitution requires their approval. Since CC members work with the NCL when deciding withdrawals, it makes sense for them to vote on the NCL proposal. What do you think?
