@dr_abela 100% agree with Wernick on this. There really needs to be a 'come to Jesus' moment for gov and implement some big changes. We need public sector reform.
If you had any hope that "Agile" wasn't doomed, take a look at these two polls from LinkedIn. In one case, the most popular answer is the one that is the least Agile. User stories are _supposed_ to be fuzzy/unclear. These people want Waterfall specifications, not user stories. In the second one, 30% of the respondents say that SWFe s useful. It isn't useful for anything Agile (though if you're a hugely huge megacorp in utter chaos, I suppose it's better than nothing). At least that one had the mindset answer first, but it's not _just_ a mindset. The whole thing is horrific.
User stories are supposed to be unclear. They're anything from a word to a sentence long with no implementation details. (They describe the user's work, not yours.) They are a reminder to have a conversation just before and during implementation. Fill in the details during Sprint Planning or equivalent—just enough detail to start, not finish. Collect additional details with more conversations as you work. Collecting lots of detail up front is just a waterfall requirements-gathering phase. No agility there.
