No, they can't. During the push motion initially you can, as you are also lifting your own weight in the proc3ss... but it equalizes immediately when you've stopped moving/extending your muscles.
Do a push up on a scale, it has a brief spike.
If you did the same thing with super strength, yes you would have a higher "spike" of force, but would also cause yourself to "hop" into the air - think like a clapping push up.

Try and test out pushing down on a weighing scale it will show more than your weight. Super strength works like a hydraulic press, the weight is not that relevant compared to the force that is generated

Stop for a moment and think about what it means to hold someone down. Intuitively, we think it's a matter of strength or force being applied with our muscles, but actually it's nothing more than our body weight.
We can't actually "push down" more than our body weight, or we just lift ourselves up.

The reason Homelander even managed to get out of their grip is because Soldier Boy couldn’t use all his strength to hold him down while creating the blast

@notbot110101 @zerowontmiss Well it was well established that he had the strength to tear a plane int he air just by gripping it (why he couldn't "carry" the plane - his strength would hold it, but it would fall apart). So he doesn't seem to need to push off or anything.
