It's hard to shoot a moving target, especially when you're moving, too. Someone should remind @SecMullinDHS what happened in Woodward when a mentally ill woman shot an officer pointblank in his vest doing wellness check. It was across from Experimental Lake in Woodward. Reported that hordes of every kind of law enforcement officer showed up for the shootout, and expended 1000s of bullets... and only a couple bullets actually hit the non-moving target and barely wounded her. Stray bullets went everywhere. Not good when there's residential neighborhoods and businesses. The answer is not going to be training. Even local law enforcement needs genuine marksmen... who most likely grew up target-practicing 1000s of hours and continues to do so. You'll have to seek these citizens out and make it worth their while to be always on the ready. In the meantime, quit spraying bullets when innocent bystanders are present. Marksmen Only! AND, keep agents with the President, with an already-secured exit. This has become grossly embarrassing. A journalist bragged about 90 seconds getting the big 3 out, like that's lightening fast.
