The President shouldn't be able to receive private funds to support anything in the military. This touches on a fundamental check on executive power that existed going back centuries into the history of English governance. Giving Parliament the sole power of taxation made the King reliant upon Parliament to fund an army and checked the King's ability to raise a standing army that could overthrow Parliament. This reflected an incredibly powerful check and balance between executive and legislative branches of government, making the executive reliant upon the consent of the people through their representatives to expand and maintain a standing army and to engage in any kind of military action. If we accept the idea that the President can fund the military directly through private donations, completely circumventing Congress, then that check and balance which existed even under England's constitutional monarchy, is null and void at present in the United States of America. It would give the President a power that even King George III didn't have. It would completely divorce the use and funding of our armed forces from the people and their representatives in Congress.

SPP just spitting fax. 4 technologies will be built over the next 5 years: wind, solar, batteries, gas. That's it. Nukes aren't ready yet. No utilities are pushing for new coal. Hydro is tapped out. Biomass is too expensive.
