Substantial increase of people riding bicycle? NOT about signs, parking, racks on buses, sharrows, even shared bikes; all nice to have, nice for the 2% cycling, not for new ones. ONLY 2 actions: 30Km/20mi Max speed all neighbourhood streets AND citywide network protected bikeways
