This message comes from citizens who seek change and a different approach to law enforcement.
We want a proactive police force that recognizes errors and addresses them to prevent future occurrences or minimize their impact. Recent events in Oyo State, which tragically led to the loss of life due to the actions of the police on duty, highlighted these issues. According to your report, a citizen was accused of breaking a traffic law. However, it was clearly established that this citizen posed no threat to life or property in the vicinity, yet they were treated as if they did.
The response to this incident demonstrates a lack of proper training for situations like this, which has occurred multiple times across the country. With all due respect, I am not attempting to tell you how to do your job, but as a citizen of the Federal Republic of Nigeria, I have the right to express my views and contribute to discussions about improvement.
I propose a new approach to handling such situations in the future, and I suggest that the police force establish a team to train and orient the larger active police force. I am willing to contribute as much as I can, as it is my duty as a citizen.
(a) In cases where a traffic offender has been identified, the police force should allocate surveillance equipment to each patrol or traffic team to record the data of the offender. Currently, there is not enough street and road surveillance in the country.
(b) I believe the police force has a capable database to record this surveillance, which can be linked to the devices mentioned in section (1a). There should be a dedicated team for collecting and processing this data, and follow-up investigations should be conducted if required. Offenders could be notified via text message about fines for the traffic laws they have violated, with a window for payment before the fine increases. This could generate internal revenue, which would help fund and sustain this department.
2. (a) Police officers should receive orientation on this new procedure and training on how to use the surveillance tools proposed in section (1a). Furthermore, the police force must avoid engaging in car chases for traffic offenders, as there is already an automated system in place to penalize them. Specific criteria should be established for when a runaway motorist warrants a pursuit.
(b) In the case of firearms, police officers should never open fire on citizens who are not an immediate threat to the public, and stringent criteria should be set to define when a citizen may be regarded as a public threat.
I believe we all desire the same outcome, both citizens and the police force want a system in which we can trust law enforcement to ensure our safety, while officers also receive the proper training and orientation necessary for their roles.
I hope this message reaches the appropriate authorities. I am willing to contribute my skills and resources if needed to help implement these changes, and I believe many Nigerians would be willing to do the same.
We seek not only justice and accountability for officers in these situations but also meaningful reforms!
