You have this wrong, the fountain in your photo was removed in the 80's, it was the 3rd fountain in that location. Nearby is the fountain at UN Plaza built in 1975 which still exists even though public works has a non stop job to keep it clean.
The fountain in your photo was itself the 3rd fountain on that site, the first was destroyed by earthquake, then the second was destroyed when they built the parking garage.

This makes me want a new ranking of cities: ornamental fountains per capita.
That is, those with the affinity for beauty to construct them, and with the social trust and dignity to sustain them.
