Accepting the premise for the sake of argument, this doesn't work because of the collective action problem. Even if businesses, collectively, have an interest in high employment to stave off revolution, no business individually has an incentive to hire useless workers for this purpose, since it has a large negative impact on profits while having a miniscule impact on likelihood of revolution.

@discord You cannot just extract and save the birth date on the ID, otherwise any piece of paper with a date on it roughly shaped like an ID would work to game the system. You'll need to extract other identifying information about the ID to index them so people don't upload dupes!
