The Epstein Files Transparency Act (passed in November 2025, under TRUMP) finally gave courts clear authority to override that secrecy and forced the DOJ to release the bulk of the files. Without new legislation, even after the appeals, the big dump wasn’t happening automatically. The active appeals (especially 2022–mid-2025) created real practical and institutional hurdles — law enforcement strongly prefers not to open the full file while litigation is live. But Congress could have passed a similar law earlier (Under BIDEN); nothing legally stopped them. #lawsrule
