지난 월요일, 마르코 루비오(Marco Rubio)(@SecRubio) 미국 국무장관과 전화 통화를 갖고 최근 중동 상황과 한미관계에 대해 논의했습니다. 우리는 최근 중동 정세에 대해 논의하고, 중동지역 평화와 안정 및 호르무즈 해협에서의 안전하고 자유로운 항행의 중요성을 강조하며, 이와 관련하여 계속 긴밀히 협의해 나가자고 했습니다. 또한, 저는 우리 국민의 안전 귀국을 위한 미측 지원에 대해 사의를 표하고, 계속적인 협조를 당부했습니다. 루비오 장관과 조만간 만나 글로벌 공조, 한미관계 현안에 대해 심도 있는 논의를 이어갈 수 있기를 기대합니다. We discussed the recent developments in the Middle East and reaffirmed the importance of peace and stability in the region, as well as safe and free navigation through the Strait of Hormuz. We’ll remain closely coordinated on this matter. I also expressed my appreciation for the U.S. support in facilitating the safe return of Korean nationals and requested continued cooperation. 오늘 자비드 압델모네임(Javid Abdelmoneim)(@MSF_IP) 국경없는 의사회 국제회장을 만나, 국경없는 의사회의 가자지구, 중동 등에서의 활동 현황에 대해 들었습니다. 저는 국경없는의사회가 분쟁과 재난 등 위험하고 열악한 상황에서 헌신적인 의료지원 활동을 전개해 오고 있음을 평가하고, 우리 정부도 전세계 인도적 위기 해소를 위한 국제사회의 노력에 지속 동참해 나가겠다고 하였습니다. I had a productive meeting with Dr. Javid Abdelmoneim, International President of Médecins Sans Frontières (MSF), and was briefed on MSF’s critical operations in the Gaza Strip, the Middle East, and worldwide. I commended MSF for its humanitarian medical missions conducted in the world's most dangerous and challenging environments. I also reaffirmed our government’s steadfast commitment to contributing to international efforts to resolve humanitarian crises across the globe.

오늘 오후 페니 웡(Penny Wong)(@SenatorWong) 호주 외교장관과 전화통화를 갖고, 최근 중동 상황 하 한-호주 간 에너지 안보 협력 등 양국 관계와 현 국제정세에 대해 논의하였습니다. 저는 최근 중동 상황 하에서 에너지 안보가 중요해지는 가운데 역내 대표 유사입장국이자 긴밀한 에너지 협력 관계를 갖고 있는 한-호주 양국이 긴밀하게 소통하고 협력해 나가자고 하였습니다. 웡 장관은 한-호주 간 에너지 분야 협력의 중요성을 강조하면서 우리 정부가 실시 중인 석유 최고가격제 등 주요 에너지 정책과 관련하여 긴밀하게 소통해 나가길 희망한다고 하였습니다. 아울러, 저와 웡 장관은 올해 긴밀한 고위급 교류를 통해 양국 간 전략적 소통과 협력을 지속 강화해 나가기로 하였고, 중동 상황 등 현 정세에 대해서도 의견을 교환하였습니다. I had a phone call today with Australian Foreign Minister Penny Wong. We discussed our bilateral relations, including energy security cooperation in light of the recent situation in the Middle East, as well as the broader international situation. I emphasized that, with energy security becoming increasingly important amid the current situation in the Middle East, Korea and Australia, as like-minded partners in the region with close energy ties, should maintain close communication and collaboration. Minister Wong underscored the importance of Korea-Australia cooperation in the energy sector, and expressed her hope to remain in close communication regarding the Korean government’s key energy policies, such as the price cap on petroleum. 외교부, 국방부, 합참, 공군, 경찰청과 사우디•레바논•바레인•쿠웨이트 주재 우리 대사관이 일사불란하게 공조한 결과, 204명의 우리 국민과 7명의 외국인이 정부합동 신속대응팀과 함께 한국에 무사히 도착했습니다. 현지에 남아 계신 우리 국민의 안전을 확보하고 신속•안전한 귀국을 지원하기 위해 우리 대사관과 총영사관들이 어려운 여건 속에서도 불철주야 계속 자리를 지키고 있습니다. 외교부는 중동 지역 상황이 안정화될 때까지 계속해서 우리 국민의 생명과 안전을 보호하기 위해 총력을 기울여 나가겠습니다.

오늘 밤 파이살 빈 파르한 알 사우드(Faisal bin Farhan Al Saud) 사우디아라비아 외교장관과 지난 12월에 이어 두 번째로 통화하여 현 중동 상황에 대한 의미 있는 대화를 나눴습니다. 파이살 장관님께 사우디아라비아를 포함한 걸프 지역 국가들의 민간인, 민간시설과 유전지대와 정유시설 등 에너지 시설에 대한 피해에 깊은 우려와 함께 위로와 연대의 뜻을 전했습니다. 아울러, 저는 사우디아라비아 내 체류 중인 우리 국민 2,700여 명의 안전과 한국에 대한 안정적 원유 공급이 이루어질 수 있도록 관심을 요청하고, 양국 간 소통과 협력을 이어나가기로 했습니다. Tonight, I had my second call with H.H. Prince Faisal bin Farhan Al Saud, Minister of Foreign Affairs of Saudi Arabia, following our conversation last December. We had a meaningful discussion on the current situation in the Middle East. I deplored the harm to civilians and the damage to civilian facilities and energy infrastructure, including oil fields and refineries, in Saudi Arabia and other GCC countries, and extended my condolences and solidarity. I also requested Saudi Arabia’s special attention to ensruing the safety of about 2,700 Korean nationals in Saudi Arabia and the stable supply of oil to Korea, and we agreed to maintain close communication and cooperation.

레 화이 쭝(Le Hoai Trung) 베트남 외교장관과 통화를 가졌습니다. 당초 이번 주 인도, 베트남을 방문하여 외교장관 회담을 갖고 양국 간 주요 협력사안들을 논의할 예정이었으나, 중동 상황 대응을 위해 불가피하게 출장을 취소하고 유선협의로 대체하게 되었습니다. 우리는 양국간 포괄적 전략 동반자 관계가 더욱 강력하게 발전 중임을 평가하고, 올해 베트남 신정부 구성을 계기로 고위급 교류 포함하여 양국 간 각별한 관계를 더욱 발전시켜 나가자는데 뜻을 같이 했습니다. 특히, 중동 상황 등 대외 불확실성이 고조되고 있는 상황에서 상호 3대 교역국으로서 교역투자 확대, 공급망 안정, 기업 애로 해소 등을 위해 긴밀히 협력해 나가기로 하였습니다. Due to the urgent need to address developments in the Middle East, I was unable to proceed with my planned travel to India and Vietnam this week. However, I was glad we could have an in-depth and comprehensive consultation over the phone instead. We reaffirmed our Comprehensive Strategic Partnership and committed ourselves to further strengthening our cooperation in areas such as trade, investment, and supply chains amid global uncertainties.

우리 국민의 안전 확보를 위해 필요한 모든 노력을 하겠습니다.

오늘 오후 수브라마냠 자이샨카르(Subrahmanyam Jaishankar) 인도 외교 장관과 전화통화를 갖고, 양국 관계와 실질 협력 및 현 국제 정세에 대해 논의하였습니다. 저는 지난해 양국 정상 간 두 차례 정상회담 등을 통해 확인된 각별한 유대 관계를 바탕으로 올해 정상급 교류를 통해 양국 관계를 새로운 차원으로 도약시켜 나가자고 하였습니다. 자이샨카르 장관도 이에 동의하며, 높은 잠재력과 상호보완성을 지닌 한-인도 간 전략적 경제협력 확대를 위해 함께 노력하자고 했습니다. 또, 전 세계적으로 안보 경제에 큰 영향을 미치고 있는 중동 상황에 대해 논의하면서, 중동 상황 전개에 따라 양국 국민의 안전 조치를 취하는 데 있어 한-인도 간 긴밀히 소통하기로 했습니다. I had a phone call today with Dr. Subrahmanyam Jaishankar(@DrSJaishankar), India's Minister for External Affairs, to discuss bilateral relations, substantive cooperation and the current international situation. Building on the special bond reaffirmed through the two summit meetings between our leaders last year, I expressed hope that this year's highlevel exchanges would elevate Korea-India relations to a new level. Minister Jaishankar agreed and said we should work together to expand strategic economic cooperation between Korea and India, which has significant potential and strong complementarity. We also discussed the situation in the Middle East, which is having a major impact on global security and the economy, and agreed to maintain close communication on measures to ensure the safety of our nationals as the situation develops.

어제 오후(3.9)에는 하칸 피단(Hakan Fidan) 튀르키예 외교장관과 전화통화를 가졌습니다. 피단 장관과는 지난 1월 앙카라에서 만나, 양국간 협력사업 뿐만 아니라 지역 및 국제정세 전반에 대해 매우 의미있는 대화를 나눈 바 있습니다. 우리는 현재 무력충돌 상황이 중동지역 전반으로 확대되고 있는 상황에 대해 깊은 우려를 공유하였고, 상호 정보 공유, 자국민 대피 등에 있어 긴밀히 협력, 소통해 나가기로 하였습니다. Following our meeting in Ankara in January, we reconnected to address the alarming escalation of conflict in the Middle East. 카타르 도하를 출발한 임시 항공편이 오늘 새벽(3.10) 우리 국민 322명을 모시고 인천공항에 도착하였습니다. 현재 카타르는 제한적 영공 개방 상태로, 일부 유럽행 비상 항공편만 운항하고 있으나, 우리 주카타르대사관의 적극적인 노력으로 한국행 긴급 항공편이 마련될 수 있었습니다. 외교부는 여타 중동 국가에서 아직 귀국하지 못하고 계신 국민들이 모두 신속하고 안전하게 귀국할 수 있도록 계속 노력해 나갈 것입니다.

오늘 저녁 모하메드 빈 압둘라흐만 빈 자심 알 싸니(Mohammed bin Abdulrahman bin Jassim Al Thani) 카타르 총리 겸 외교장관과 전화통화를 가졌습니다. 모하메드 장관은 최근 카타르를 포함한 GCC 회원국들 내 공항, 호텔, 에너지 시설 등에 대한 공격에 대해 설명하였고, 저는 이에 대한 깊은 우려와 함께 위로와 연대의 뜻을 전달하였습니다. 아울러, 카타르측이 오늘(3.9) 도하-인천 긴급 항공편을 편성해준데 대해 감사를 표하고, 최근 카타르측의 LNG 생산 중단 발표와 관련하여 한국에 대한 LNG 공급이 최대한 안정적으로 이루어질 수 있도록 카타르 정부의 특별한 관심을 요청하였습니다. 우리는 재외국민 보호, 중동 지역의 안보와 평화 회복을 위해 긴밀히 협의해 나가기로 하였습니다. I held a telephone conversation this evening with H.E. Sheikh Mohammed bin Abdulrahman bin Jassim Al Thani, Prime Minister and Minister of Foreign Affairs of Qatar. During our discussion, Minister Mohammed provided an overview of the recent attacks targeting key civilian infrastructure—including airports, hotels, and energy facilities—within Qatar and other GCC member states. I deplored the resulting casualties and infrastructure damage, extending my sincere condolences and solidarity to the government and people of Qatar. I also conveyed my deep gratitude to the Qatari government for facilitating the emergency Doha-Incheon flight earlier today (March 9). In light of Qatar’s recent announcement regarding the suspension of LNG production, I requested continued cooperation to ensure that LNG supplies to Korea remain as stable as possible. We agreed to maintain close consultation to ensure the safety of our citizens and to work together toward restoring peace and security in the Middle East.

오늘 Rafael Grossi IAEA 사무총장( @rafaelmgrossi)과 통화하고, 우리가 함께 비엔나 주재 대사로 근무하던 때를 회상하며 반가운 대화를 나누었습니다. 저는 한국이 핵비확산조약(NPT) 의무를 완전히 이행하고 있고 가장 높은 수준의 안전조치 의무를 이행해 오고 있음을 강조하면서, 우리 정부가 추진하고 있는 핵추진 잠수함 도입 과정에서도 IAEA와 투명하게 소통해 나갈 것이라고 하였습니다. 그로시 사무총장은 핵비확산에 대한 한국의 공약을 신뢰한다며 우리 정부와 긴밀히 협력해 나가기를 기대한다고 하였습니다. I had a pleasant phone call today with IAEA Director-General Amb. Rafael Grossi—such a pleasure reminiscing about our time serving together as Ambassadors in Vienna. I reaffirmed that the Republic of Korea, as a steadfast NPT member, has been faithfully implementing and upholds the highest standards of IAEA safeguards. I also assured him that my government will maintain transparent and continuous communication with the IAEA as we move forward with the planned  nuclear-powered submarine projects. Amb. Grossi expressed his full confidence in Korea's unwavering commitment to nuclear non-proliferation and looked forward to our continued close cooperation.
