Just hearing news that Richard Boucher, a three-time @StateDept spokesman, consummate communications professional, and diplomat, has died at 73. Spokesman for Secretaries Baker, Albright and Powell and Counsel General in Hong Kong during the handover, he was a mentor to many and an unsung hero behind the solution to the EP-3 downing over Hainan Island, which was the GW Bush administration’s first foreign policy crisis in early 2001. Richard was one of a kind. The BEST. Even when we clashed in the briefing room, he understood the relationship between the press and the govt, unlike some of his successors.
