This isn't a doomer perspective, it's pretty much just Department boilerplate. China isn't better than us, but they're not inferior and when it comes to the one issue we're really worried about, they have laser focus and are able to bring their entire throw weight to bear. We are a global navy with global interests. They are approaching global navy status, with local interests. That matters a lot.
